he emphasized that medicare is not a handout. meanwhile, paul ryan spoke to seniors in florida. you can find most up-to-date information for state, local and national elections that our website. just click on politics. >> a man is dead after the stabbing in west baltimore. it happened around 2:00 a.m. police say they found a 34-year- old man on the ground, and responsive. we are told he had stab wounds on his upper body. he was taken to shock trauma but died shortly after. police have not identified the victim and there is no word on a suspect or a potential motive. meanwhile, a shooting happened in broad daylight in baltimore. the gunman chased down the victim and kept shooting even when he was lying on the ground. happened yesterday afternoon. homicide detectives are still searching for the shooter. is believed he tossed the weapon nearby before running away.

>> some neighbors say this establishment operates more like a night club. barry sims is live with more on the long battle between the banquet hall and its neighbors. and what baltimore city is trying to do to end the dispute. >> this has been going on for about a year. some at city hall say this is the most contentious zoning issue they have handled. the owner of visions catering and think what hall in hamilton northeast baltimore and some of the facilities neighbors are not seeing eye to eye. >> this has not been done by a long -- fun by a long shot. it has been a struggle. if i could have walked away, i would have walked away. >> homeowners are standing their ground. they have complaints of large crowds and loud noise. >> parking is horrendous. if you do not get home within a

specific time, you do not have a place to park. >> visions owner linda brown says she has tried to work with the community. she asks patrons to exit quietly and leave the neighborhood immediately after an event. i asked them, what do you want? what do you want? >> the dispute started in 2010. in december of that year after an event had ended, somebody began shooting outside the banquet hall. a 25-year-old man was killed. questions arose about the halls licenses, permits and the groups being allowed to rent the facility. this councilman is offering conditions that call for the banquet hall to close at 10:00 p.m. sunday-thursday and 1:00 a.m. friday and saturday. maximum capacity will be set at two hundred. a long-term parking arrangement
